The Imperium is the loyalist power of the Emperor and its institutions as a single whole: the Council of Terra under Malcador conducted civil affairs while the Emperor ruled the Great Crusade, and then the Webway project. The creation of the Council to run civil affairs deeply embittered the primarchs, and Chaos turned this grievance into betrayal. A generalised loyalist faction for Imperium-wide events (Ullanor, Nikaea, the Founding of the Mechanicus, the Great Scouring).

Fate
It held out at the cost of monstrous losses; the Emperor was interned in the Golden Throne, Malcador was sacrificed, and the regency passed to Guilliman, who rebuilt the Council of Terra into the Senatorum Imperialis.
