Inconclusive The Emperor secretly withdraws to Terra for the sake of the Webway; Malcador is installed as Regent.
After the Triumph on Ullanor the Emperor handed supreme command to Horus and secretly returned to Terra to pursue his “Great Work” — the project of the Imperial Webway beneath the Palace, with the aid of the Mechanicum and the Golden Throne, to give humanity a path between the stars without the warp. The governance of the Imperium fell to Malcador the Sigillite, who became the de facto Regent of Terra. Almost none of the primarchs knew of the true work.

Significance
The framework of the entire siege: a secret project chained the Emperor to Terra and the Throne.
Disputed in the canon
- The “Great Work” is dated to c. 000–001.M31 (directly after Ullanor); the exact year is not fixed. It is this project that explains why the Emperor remained on Terra and was later chained to the Golden Throne.
